Mr. Nelson is a licensed professional engineer with over 35 years of diversified experience in successful key management roles encompassing the areas of construction administration, asset planning, engineering, and operations and maintenance for private and public water utility operations. Mr. Nelson is currently responsible for all utility design coordination and construction phase engineering services, including construction inspection and project management duties. He is also responsible for developing and maintaining long-range utility system master plans which establish strategic frameworks from which short-term more detailed water system improvement plans are made.

His experience includes planning, design, permit procurement and project management of expanding/rehabilitating water transmission and distribution pipelines, wells, booster pumping stations and storage tanks; and assuring system design and operation in conformance with regulatory requirements. He has also managed various regulatory components at the state and municipal level including permit procurement activities, municipal planning board presentations, expert testimony in rate cases and public hearings, and compilation of reports.
